He has completed undergraduate and postgraduate degrees majoring in public administration from the University of Chittagong, Bangladesh, both in first place among their cohort. He joined the same department as a lecturer in January 2005. After two years of active service and fulfilling other academic requirements, he was promoted to the post of assistant professor in February 2007. He successfully completed his thesis postgraduate degree majoring in governance and development with distinction from the University of Antwerp, Belgium, in September 2011. He published a good number of research articles in national and international journals. Again, after fulfilling his experience and academic requirements, he was promoted to the post of Associate Professor in late May 2013. Finally, he will be a professor in the middle of July 2023. Now, he is serving as chair of the Public Administration Department. His research largely focuses on the issues in and around urban and rural local governments.
